Efforts made to integrate digital literacy in Namibia
1. National Policy and Government InitiativesNamibia’s government has taken significant steps to integrate digital literacy into its national development framework. One of the key initiatives is Namibia's ICT Policy formulated in 2009, which outlines the country's vision to harness the power of information and communication technologies (ICT) for socio-economic development.
The policy emphasizes the integration of ICT in education, with a focus on providing digital skills to all citizens, especially the youth.
Another important policy is Vision 2030, Namibia’s long-term development strategy, which includes specific goals for ICT adoption in all sectors, including education, to ensure digital literacy is a foundational skill for every Namibian.
This policy framework promotes collaboration between various ministries to ensure the development of ICT infrastructure, e-learning platforms, and access to digital tools in both rural and urban areas.
2. Curriculum reform
The Namibian Ministry of Education, Arts, and Culture has incorporated ICT into the school curriculum, aiming to teach digital skills from a young age. In 2012, the Ministry introduced ICT literacy as part of the Basic Education Curriculum, focusing on providing both teachers and students with the necessary skills to navigate the digital world.
This initiative aims to increase students' exposure to technology, fostering critical thinking and problem-solving skills.
International Collaboration and Funding Namibia has received significant international support in its efforts to promote digital literacy. The World Bank and International Telecommunications Union (ITU) have funded initiatives to improve Namibia’s ICT infrastructure and promote digital skills development.
For instance, the ITU’s Connect a School, Connect a Community initiative has been active in Namibia, focusing on using schools as hubs for community digital literacy training,
especially in rural areas.In 2019, the African Union's Digital Transformation Strategy was adopted, which Namibia is part of.
This strategy aims to ensure that all African citizens, including Namibians, have access to the internet and can benefit from digital literacy by 2030.
